The SPHU intervention is a logical continuation of the PNFP and ICB II interventions, implemented by Enabel in collaboration with the Ministry of Health (MoH) of Uganda. The SPHU intervention supports implementation of Result Based Financing (RBF) at the level of the MoH, District Health Offices (DHO), District Health Management Teams (DHMT), Medical Bureaus (MB), private non-for-profit and public Health Facilities (HF). The intervention is implemented in Rwenzori and West Nile pilot regions of the Republic of Uganda.
RBF is a strategic health service purchasing mechanism that shifts the focus from input-based financing to output-based financing, where health facilities are paid on the basis of their actual output. It also subsidizes fees for patients and provides incentives to health professionals. RBF mechanism allows the health facilities to reinvest the revenue, improve the conditions of operation, and provide new and better quality health services.
At the level of Government of Uganda (GoU) and MoH, the intervention contributes to nationwide implementation of National RBF Framework, bringing of RBF and health insurance on the agenda of health system reforms, and strengthening of cooperation between Health Development Partners (HDP). At the level of DHO, DHMT, MB, and HF, the intervention contributes to positive changes in the strategic areas of health service utilisation, health system management, financial management, human resources, medicines and health supplies, data quality and use.
