    The Youth Union groups of Cua Lo town, jointly with students of the art school, painted more than 20 mural pictures, which describe the dangers of environmental pollution for the coast line and the economic and social life of the people. The pictures want to arouse the attention and care of the town people and the thousands of tourists in Cua Lo for a healthy environment. It is suggested to develop the site into a tourist visiting place and a means for conducting environmental education with school children and locals. Some of the pictures are very frank in their criticism of dangerous practices imposed on the environment by the foreign-invested big industrial enterprises.

    On 10 January 2019, the Provincial People’s Committee of Binh Thuan had the great honor to welcome Mr Paul Jansen, Ambassador of the Kingdom of Belgium, for the inauguration ceremony for completion of works to strengthen the embankment of the Luy River in Phan Thanh commune, Bac Binh District. The construction which helps to stabilize the river banks and reduce erosion risk was implemented under the Belgium-funded project of “Integrated water resource management and urban planning related to climate change in Binh Thuan Province”. Climate change and its contribution to flooding and river bank erosion are significant issues in Binh Thuan and this area along the Luy river in Ca Dien hamlet of Phan Thanh commune in Binh Phuoc hamlet of Cho Lau town were identified as high-risk for river bank instability. To prevent further erosion and to protect adjacent houses and valuable agricultural land construction works were implemented to protect 330m of river bank at Ca Dien Hamlet and 250m at Binh Phuoc. Implementation of the works was managed by the Project Coordination Unit of the Binh Thuan project along with the support of Enabel, the Belgian Development Agency.The ceremony was hosted by Mr Le Tuan Phong, Deputy Chairman of the provincial People’s Committee and attendance included representatives from the province’s departments and agencies, district and commune leaders and many local inhabitants who are the beneficiaries of the works.The total investment was 567,000 euro from Belgian funds and another 76,600 euro from other sources. Construction work consists of 330 metres of river embankment in Canh Dien hamlet and 250 metres in Cho Lau town. The construction includes concrete and rock reinforcement of the river bank plus a concrete road to enhance all-weather access. As a cost-saving measure and to enhance the aesthetics, the design incorporates reinforced vegetation sections at the top of the bank using Vetiver grass. This grass is known to be very resistant to erosion and this innovation provides demonstration of its effectiveness to provide a greener alternative for river protection works. When in operation, this project will help reduce erosion at the Luy river and protect people’s houses and crops. It will also help improve the travelling situation of the local residents, and protect the environment along the river. The works at Ca Dien Hamlet provide protection to 60 houses and the works at Binh Phuoc Hamlet provide protection to 40 houses. In total, the work will benefit about 3,000 residents, of whom 1,000 are living in the area nearby the work, and the other 2,000 are inhabiting the surrounding areas.

    Youth Union organizes grassroots democracy through social criticism

    The provincial Youth Union organization of Kon Tum provided a communication and action training for the group leaders of the pilot districts on 3rd and 4th November 2018. The how of making action plans for the work with communes and organizing citizens dialogues was developed out of the discussion of the role of  the Youth Union in Vietnamese society. In interactive small groups and play-situations the participants trained their communication skills and group working skills for more efficient and active steering of the citizens dialogue and the social criticism of mass organizations towards the government units at district and commune levels. Intense discussions lead to the exposure of deficits  of People's Councils and the Vietnam Fatherland Front in the work with mass organizations. The youth leaders developed strategies for better action planning, which should result in a more steady financing of their work. One way would be that the Youth Union takes over some work for the government organizations in direct services for the communes, which would yield some more income for the youth groups.

    On November 2, 2018, more than 80 people of Dak Mut village in Dak Ha district assembled in their community house after an intense day of work in the fields and plantations to become informed about how the administration reforms improves the services of the citizens' services. The citizens actively engaged in questions and answers, gave information about their concerns in the way public administrative services are provided in the one-stop shops. The dialogue was held in Vietnamese and Se Dan languages.

    On November 2, 2018, the Vietnam Fatherland Front organized a big dialogue with citizens on all current problems, the people face in their daily life in Dak Ha town. Citizens addressed the People's Committee, the Party secretary and representatives of departments of public services with their concerns and received immediate proposals for solving the problems. Citizens also took the opportunity to make proposals for the work of government organizations and for the improvement of public security and safer living and business environment. Dak Ha town organized a permanent reception office, where the People's Committee, the Vietnam Fatherland Front, the People's Council and the Party secretary work together on citizens' reception. This facilitates participatory local governance and a permanent two-way dialogue between the people and the authorities.

    On November 2, 2018 a training for multipliers of the Youth Union group of Dak Ha was provided to about 20 young people. Supported by the Kon Tum Employment services, the young activists are trained to help other young people in their communes to apply for jobs. The training is part of a series of events, run in the pilot districts of the ALG Kon Tum project. This training was held in a traditional community house of the national minority villages and provided the participants with skills to make job application, write their CVs and communicate with the employers, when applying for a job.

    On November 2, 2018 the youth union activists of Dak Bla commune in Kon Tum province held one of a series of trainings for young people helping their peers in finding jobs or establishing a start-up. The program is run with the employment services und includes the organization of job fairs for the young in the communes. As a result of the latest series of job fairs, 75 job placements of young people were achieved in one newly established enterprise branch alone. This enterprise provides on-the-job training, living space, a canteen and even a kindergarden for the young workers. There are also hundreds of interesting job offers brokered for labour in Korea, Japan and other countries. The provincial Department of Labour and Social Affairs provides financial aid for the new workers and/or settlement in a job abroad.

    On November 8, 2018 the final event of the province-wide contest of legal mediators was held in Ha Tinh. The winning teams of the districts presented their achievements in helping people to solve civil legal disputes in a spirit of observing state of law and social cohesion. All teams demonstrated impressive legal knowledge and demonstrated examples of their work. The mediators contribute effectively to access to justice for all people and to the improvement of two-way dialogue between the people and the government at all levels.
